Why do I need to activate my new PIN code by using the old PIN code?

The “activation” of the new PIN code is required because American Express® Chip Cards have an “offline” PIN code (i.e. the PIN resides on the Chip of the Card) that is not automatically updated once the PIN is changed online - at that stage the change is only processed in American Express systems but not yet in the Chip on the Card. Entering the old PIN once more at Point of Sale terminal sends a script to the Chip that activates the new PIN code.
