Express Cash

With Express Cash, you can withdraw cash at AEON ATMs in designated Circle K Stores, MTR stations, shopping malls and AEON branches in Hong Kong.  Furthermore, there are over 500,000 locations worldwide where you can have convenient access to cash anytime.

Beginning September 10, 2013, in order to comply with the Hong Kong Monetary Authority requirement, if you have already enrolled in Express Cash and would like to continue with this service overseas, you must activate the overseas Express Cash service in advance for each Card (including Supplementary Cards) separately and specify an expiration date for the activation period. A different activation period may be set for each Card (including Supplementary Cards).

Basic Cardmembers may also elect a lower cash withdrawal limit for overseas withdrawal on your Card Account and this lower limit will be shared between all Cards (including Supplementary Cards) for each Account. This lower limit will only be valid for the activation period of the Basic Card and after the expiration of this activation period, if there are any remaining activated Cards on your Card Account, the original withdrawal limit as determined by us in our discretion will apply.

American Express® Card - Express Cash Terms and Conditions

  1. Scope
    These terms and conditions govern your participation in the Express Cash Program offered by us (the "Program") and are supplemental to the Cardmember Agreement. All defined terms used in the Agreement shall have the same meaning when used in these terms and conditions. Participation in the Program will enable you to use the Card to obtain cash from automated teller machines ("Terminals") operated by us or any bank or financial institution that participates in this Program.

  2. Personal Identification Number
    In connection with your participation in the Program, we will assign you a Personal Identification Number ("PIN"). Each time you wish to obtain cash, or other services from a Terminal under this Program, you must key in your PIN to the Terminal after inserting the Card. To ensure that no unauthorized transactions are made under the Program, you should take all reasonable precautions to prevent any other person from learning your PIN or using the Card. For example, you should never keep any material containing your PIN attached to or with the Card.

  3. Limits on Obtaining Cash
    Certain cash withdrawal limits are applicable to your Account from time to time and will be communicated to you separately. Additional limits may be imposed at our discretion based upon the credit standing of your Card Account or because of exchange control or other legal requirements in any country. Also, the bank operating a Terminal may impose its own limits and, for security reasons, the bank may have additional limits on the number or amount of transactions.

  4. Payment for Cash
    Each time you obtain cash from a Terminal, you authorize us to debit your Card Account, payable to us, in the amount of the transaction. The amount of the transaction shall be the amount of cash you have received, plus any applicable fees or charges.

  5. Charges
    For cash transactions at Terminals, the fee for each transaction shall be 5% of your transaction amount or a handling charge of HK$75 (whichever is higher). Please refer to your Cardmember Agreement for provisions applying to transactions made outside Hong Kong.

  6. Oversea Cash Access
    With effect from September 10, 2013, the overseas cash withdrawal (¡§Overseas Cash Access¡¨) function for the Cards will be pre-set as de-activated. After this date, if you want to continue to make cash withdrawals from outside of Hong Kong with the Card, you must activate this function in advance for each Card (including Supplementary Cards) separately and specify an expiration date for the activation period. A different activation period may be set for each Card (including Supplementary Cards). You can activate the Overseas Cash Access function by logging into your Online Services account at www.americanexpress.com.hk or calling the number at the back of your Card. Basic Cardmembers may also elect a lower cash withdrawal limit for overseas withdrawals on your Card Account by calling the number at the back of your Card. This lower limit will be the total withdrawal limit for overseas cash withdrawals on all Cards (including Supplementary Cards) for each Account and will only be valid for the activation period of the Basic Card and after the expiration of this activation period, if there are any remaining activated Cards on your Card Account, the original withdrawal limit as determined by us in our discretion will apply.

    The total amount you may withdraw is determined based on the total cumulative amount withdrawn on all Cards (including Supplementary Cards, where applicable) both in Hong Kong and overseas (¡§Accumulated Withdrawals¡¨). Your withdrawal limit is reached when your Accumulated Withdrawals is equivalent to any of (i) the cash withdrawal limits permitted within a seven-day period as prescribed by us; or (ii) where the withdrawal is made overseas, the overseas cash withdrawal limit as selected by you.

  7. Foreign Currency Cash Withdrawals
    If you make a cash withdrawal in a currency other than Hong Kong Dollars, that cash withdrawal will be converted into Hong Kong Dollars. The conversion will take place on the date the cash withdrawal is processed by American Express, which may not be the same date on which you made your cash withdrawal as it depends on when the cash withdrawal was submitted to American Express. If the cash withdrawal is not in U.S. Dollars, the conversion will be made through U.S. Dollars, by converting the cash withdrawal amount into U.S. Dollars and then by converting the U.S. Dollar amount into Hong Kong Dollars. If the cash withdrawal is in U.S. Dollars, it will be converted directly into Hong Kong Dollars. Unless a specific rate is required by applicable law, you understand and agree that the American Express treasury system will use a conversion rate based on interbank rates that it selects from customary industry sources on the business day prior to the processing date, increased by a single conversion commission of 2%. If cash withdrawals are converted by third parties prior to being submitted to us, any conversions made by those third parties will be at rates selected by them.

  8. Written Records of Transactions
    For each transaction at a Terminal, you will receive a receipt at the time of the transaction describing the transaction.

  9. Liability for Unauthorized Transactions and Advisability of Prompt Reporting
    Tell us AT ONCE if you believe the Card or your PIN has been lost, stolen or used without your permission. Calling us by telephone is the best way of minimizing your possible losses. We will not hold you liable for any unauthorized transaction which occurs after you notify us of a loss, theft or possible unauthorized use of the Card or your PIN.

  10. Termination
    We, or any participating bank or financial institution, may add or remove any or all Terminals or extend or limit the services provided at a Terminal without notifying you beforehand. In addition, we may discontinue the Program at any time. We may also revoke your right to participate in the Program, but if we do we will give you written notice of such revocation. You may terminate your participation in the Program by giving us written notice:

    Your right to participate in the Program will also be terminated if the Card Account is cancelled for any reason.

  11. Binding Agreement
    Your use of the PIN constitutes agreement with and acceptance of these terms and conditions. If you do not accept these terms and conditions, please notify us at once prior to using the PIN and return any documentation we have sent to you and we will cancel your participation in the Program.

  12. Changing these Terms and Conditions
    We have the right to change these terms and conditions by giving you notice. We consider that you have accepted the changes if you use or keep the Card after notification.

  13. General
    In case of inconsistency between English and Chinese versions, the English version shall prevail.

American Express® Credit Card - Express Cash Terms and Conditions

  1. Scope

  5. Charges
    American Express Platinum Credit Card member / American Express Credit Cardmember / American Express Gold Credit Cardmember / American Express Cathay Pacific Credit Cardmember / American Express Cathay Pacific Elite Credit Cardmember / American Express Cheung Kong Cardmember will be subject to a handling fee of 3.5% of the amount withdrawn or HK$100 whichever is the higher. We reserve the right to amend and update such fees, charges and expenses from time to time and will notify you accordingly. Finance Charges at the prevailing Annual Finance Charge Rate for your Card Account will be charged on a daily basis on your Express Cash outstanding balance from the date of the cash advance until you repay it to your Account in full. Please refer to your Cardmember Agreement for provisions applying to transactions made outside Hong Kong.

  6. Overseas Cash Access
    With effect from September 10, 2013, the overseas cash withdrawal (¡§Overseas Cash Access¡¨) function for the Cards will be pre-set as de-activated.   1. How can I enroll to use the Express Cash service?
    To enroll for Express Cash service, please call the number on the back of your Card. A pin-mailer will be sent to you upon successful enrollment. You will then be able to withdraw cash at designated ATMs with the Express Cash pin provided.

  2. Can I enroll my Supplementary Card with Express Cash?
    Yes, you can enroll your Supplementary Card with Express Cash. Each individual Supplementary Card must be enrolled separately.

  3. Are there any charges for Express Cash service?
    The enrollment is free of charge. However, each Express Cash withdrawal will be subject to a handling fee. For American Express Credit Cards, finance charges at the prevailing Annual Finance Charge Rate for your account will be charged on a daily basis on the balance outstanding from the date of advance until you repay it to your account in full. Please refer to the Cardmember agreement and Fees and Charges schedule for more details.

  4. How much can I withdraw each time in Hong Kong/ overseas?
    Please refer to the table below for the existing Express Cash withdrawal limit of different American Express® Cards. Beginning September 10, 2013, you must activate the overseas Express Cash service with an expiration date pre-set in advance before you can continue to enjoy cash access overseas. If you have pre-set a lower overseas Express Cash withdrawal limit (for credit cards), this lower overseas Express Cash withdrawal limit would apply when you use the overseas Express Cash service.

    Yes. Please click here to log into your Online Services account and select ¡§MY ACCOUNT > Card Management > Manage Overseas Cash Access¡¨, or call the number on the back of your Card to update an earlier expiration date.

  8. How can I extend my Overseas Cash Access after it is expired?
    Please click here to log into your Online Services account and select ¡§MY ACCOUNT > Card Management > Manage Overseas Cash Access¡¨, or call the number on the back of your Card to update a new expiration date.

  9. How can I change my Express Cash pin?
    Please call the number on the back of your Card. A new pin-mailer will be generated and sent to you upon your request.
